The shock troopers are probably only using the older model simply because they have yet to make a shock trooper using the new phase 2 clone model.
@thefinalanubis7852 They're simply updating the design. They did the exact same thing with the battle droids and Grievous in Clone Wars season 7, where they made them all look more accurate to live action compared to their previous Clone Wars designs.

It's such a tragedy that Disney destroyed the concept of Imperial Clone Troopers by having most of them phased out about a year after ROTS. They were truly the coolest element from the Rise of the Empire era
Other media and even parts of BB seemed to luckily backtrack on this. Now it seems more they Empire just forcibly retires "problematic" clones, as BB Seasons 2/3 definitely take place more than a year after ROTS and we see Clones still serving in the military in other stories several years after.
I think its cos the order formerly stripped her of her Jedi status and the republic arrested her. But had ahsoka still been arrested and didn't escape they'd treat her like Barriss
The dark atmosphere and lighting in Bad Batch and Tales of the Empire reflects the reign of the Empire, clone troopers turned on the Jedi, fall of the Jedi and Republic, the clones were forsaken with some of them were experimented on, and most of them became unfriendly and obedient soldiers. This reminds me of Call of Duty World at War's own atmosphere where it reflects the cruel, brutal, and destructive nature of the Second World War.
Why do clones work better as bad guys compared to stormtroopers they seem more menacing, clones as bad guys seem cold yet competent you don’t feel that with stormtroopers instead they always look like a joke and a laughing stock
That's due to the way they are portrayed, Stormtroopers are mostly portrayed as jokes or minor threats, whereas we know what the clones are capable of (in terms of skill) and Imperial clones are always portrayed very seriously. Also their design helps a bit, since atleast to me, Phase 2 armor is more intimidating than Stormtrooper armor.
That is probably the reason why George wanted the stormtroopers to be clones. Disney fucked up many things, but phasing the clones out one year after RotS was the dumbest decision they made.
Honestly Clonetroopers fit perfectly as bad guys, not only does it make perfect sense but just makes the early days of the Empire feel darker and more tragic seeing former good guys working for them. Bad batch quite fumbled the ball when it comes to the clones in the empire.
