Hello, it is safe but you still have to be extra careful. There are tons of foreign travelers/backpackers (male & female) that you will meet everyday that you won't feel isolated :) you'll be fine, just be smart and avoid danger.
If u want to go to the Old Quarter cheaper, u can catch bus 07 (Noi Bai - Cau Giay) and bus 14 (Co Nhue - Bo Ho). Taking 2 buses for only 16.000đ (~$0.80)

That bus looks modern, convenient, clean, and safe. I don't understand why didn't the airport officer told you this. Is it a conspiracy, maybe? She should've told you any options available. Same here in Indonesia, airport taxis are crazy! And they conspire to block online taxis (GoCar, GrabCar) to pick passengers. Yes, I agree that public transport comes first. Bus was pretty decent and convenient for the price :) We were not sure too but we thought maybe it was because of language barrier and trying to explain to a foreigner would be hard so they'll rather tell you to take a cab, LOL! yeah public transport comes first if you are on a budget and not in a hurry. hahaha Unfortunately, we don't have videos about public transport in Hanoi. When we were in Hanoi, we rented a motorbike to roam around the city (best way to travel southeast asia). If you don't know how to ride a bike, most tourist places can be reached by walking. Or you can take a grab or similar services. Last option would be to take a cab and make sure you don't get cheated. hahaha

Use your good sense and sound judgement in practical matters. Hostels and hotels? This will depend on your budget but most of the hotel/hostels in Vietnam are fine. Check the reviews online before you book anything. You can also look around the city, pick the hotel/hostel that you like and book on the spot. Safety of Luggage? Most of the time, when you stay in hotel/hostel, there is a vault that you can place your valuables.
