Well if you say;
100*10=1000
1000-1=999
999*8=7992
9+9=18
7792/18=444
Which is 1 above but I recon that 443 is impossible.

I can get 442:
10-8=2,
100/2=50,
50x9=450,
9-1=8,
450-8=442.
