The first thing you say on the subject is an ideological question, and such questions are favourites of academics on this subject - supposed ideological explanations, anything that supports the idea that there was a policy which needs explaining, in other words needs academics to explain it. Academics have not explained it, being rather reluctant to allow it explain itself. It has, by Phibbs, Henderson, Eden, Douglas Home, MI5 and Chamberlain. And books by me on the subject will be available at the British library, PH.d - Phibbs, Henderson and Douglas Home, half the story in any case.
