Guessing the front/lower section of the away corner and lower south will be rail seating and thats why they have yet to install seats in those areas.
There will be seats u til safe standing is fully introduced
Is everton's ground going to be the only football ground blocked of to the public when thay close the gates in the Dock wall .if so that will be a terrible idea if they close the fan zone at night .all other grounds you can walk up to the stadiums😂
They have said they are gonna have open access
Possibly because they may have concerts and outside events on the plaza rather than in the stadium when they may want to restrict access.
