Hi Rupert, Do you think this sentence is incorrect? "The primary idea would be to force the invading party to waste time and energy in finding proper entry routes into the country." I think it should be "Would be+v1+ing'(would be forcing the invading party). Right?
This is a tricky one. Here are my thoughts: If the subject is merely for "fronting" (i.e. the important information all comes after the verb), then TO+INFINITIVE works best, e.g. "A vital activity would be to collect all the rubbish". However, the gerund ("ing" form) could be used too, as this merely turns the verb into a noun. Neither would be considered incorrect. If the subject affects the verb, treat it like the Present Continuous and use the gerund e.g. "We would be leaving soon, but there has been a delay".
