The most logical reason for Sam to leave LA for HA would be if his father died while he was on that mission for Hetty in Morocco. His wife's dead. His kids are both in the military now. His father was the only one of Sam's close family still living in California Kensi and Deeks are married and expecting a baby. Callan got married to Sasha in the final episode of NCIS LA. Sam's always been a family man. With his father dead he wouldn't really have anything left to keep him in California but painful memories. That's what seems the most plausible to me.
