Hey man I'm new to surf fishing and was wondering where's the best place to casr in the water? Like in behind the waves, infront of the waves, etc.

Absolute best place is just past where the waves are breaking and work your bait back to shore. I’ve been bit where the waves are breaking also been bit in 1’ of water
