Don't know if you ever found the answer but I was finally able to fix the error by running these commands.
pip uninstall protobuf
pip install protobuf==3.19.0
After it installed successfully, I was able to run the original command
Python payload_dumper.py payload.bin
Even if you got it already, maybe it will save the next person some time searching for a fix.
