As a kali main, I have to agree 100% about her placement. Screwing around with the sniper provides me with an enjoyment unrivaled by the rest of the operators. And I think that kool aid man should be a little higher up because of the shenanigans you can get up to with his kit

Best way to have fun is just to have a goyo put a shield on a rotate hole. Get a guy who tk’d you to make a rotate with an impact or c4. Proceed to go into the fire with your friend and watch him get banned.
