@nolongerhuman9809 the IPC isn't entirely bad, nor is it in entirely good. we've only been shown their bad sides through cutscenes, but their whole purpose is to help develop the universe and fund various projects in fields of study. the people from the IPC we've interacted with are capitalistic, but they don't represent the values the IPC holds.

The good ones are mostly in lower rank, out of reach to make a difference because they do not cross lines that would give the IPC easy money at the cost of countless lives. This is shown more in one of the new side quests that covers a bit more about the IPC where in the past the IPC literally used a galaxy nuked the galaxy killing billions when they destroyed over 10+ planets just to test out a weapon they deem will be useful fighting against the Anti-matter legion when there was thousands of other possible plans that will provide better results and less lives lost but they still did it because it was the faster option. In reality it was a weapon they planned on using to get every planet to easily submit to them if they refuse to submit to the IPC. If you ask, (Spoiler to side quest below so continue at your own risk)......... .. .. .. .. .. .. .. ... .. No they do not have the weapon currently since the leader behind the project memory locked himself so they could not mind control him into giving them the plans once he completed the project. However, he confirms they will eventually complete the weapon without his help so he give all the information to Herta during his final moments in life to create a counter measure for that weapon.
@orrthehunter I'm already aware of that entire questline, but you should also look into how the IPC stabilized a countless amount of worlds and is the benefactor of them too. Jarilo-VI would have been completely uninhabitable without the IPC helping them restabilize. If the IPC was a completely evil faction, they'd have already destroyed, taken over, or threatened other factions into joining them. Herta's space station wouldn't even be hers if the IPC was some comical villain conglomerate, they'd have stolen all her research and would have probably killed her, and same could be said with the other members of the genius society. Also, just logically speaking, if they were hellbent on stealing and destroying, they'd be closer to the destruction. the IPC are followers of the preservation for a reason.
