Ian Flynn actually wanted to bring hyper sonic back in frontiers for the final battle but Sega declined it because power creep, but then we got super sonic 2 and cyber super sonic in final horizon dlc, which doesn't make any sense. This was their best chance to bring hyper sonic back in the series, yet they replaced him with an eye recolored super sonic
I'd like to think that super forms are like the embodiment of adventures and stories, and they only happen once before a completely new one begins. We cant just expect super forms like this to return because they were all used for specific situation depending on how the world is a at risk. Hyper sonic was a story that was a combination of two games, and this was something just as rare as the hyper form.

But I think frontiers seriosly could've had Hyper Sonic again. Like think about it, the End might be the most powerfull final boss Sonic has ever fought, so powerfull we can only comprihend it as a freaking ball. And every other boss in that game was fought with Super Sonic, and you can't put the final boss at the same level as the other ones, so pump it up a notch. Imagine this, alternate Sonic frontiers ending: Sonic turns Super, and in a cutscene tries fighting the End, but he fails comedicly, simularly to how he failed to deafet the first boss in his normal form. Then the gang comes up with the plan, that Sonic distracts the end, while Tails, Kmuckles and Amy go over and get the Master Emerald to power Sonic enough to defeat the End. Then the cutscene ends, and we go to the first part of the fight, which is basicly like a 5 minutes survive mission, where you just have to exist for long enough, to see the second part. Now the gang brings the Master Emerald, reaching the hyper form, and you get to fight the End, and after deafeting him. Now just to make it a more cinamatic ending, you gotta, still in Hyper, to follow the Tornado or something idk, to get back to Angel Island, so you can catch it mid air to prevent it from falling into the ocean (the angel island falls from the sky if the master emerald isn't on it, and we just removed it). Also make your ring counter rocket downwards even faster and give Sonic some cool new powers like idk a burst of chaos energy when you press left right up and down fast enough cause it is cool.
