Officially speaking the army and navy have never abandoned a post 1945 American occupational permit allowing for "home guards" type planning that for the most part forbids any sort of international incursion. A couple years ago an interpretation of the constitution was adopted saying perhaps one would encounter "friendly" forces engaged in battle against a mutually hostile entity. Even such a step was seen by many as an unholy risk of war.
The Japanese military appears to have adopted a hybrid form of marching. It looks like a hybrid of American and British marching. The Japanese soldiers use the American 'short step' which approximates normal walking at a steady pace. The upper body looks like the British marching style, deliberately swinging the left arm up stiffly. The Europeans historically preferred the goosestep-style march. The British used a semi-goose step. It was almost identical to the Prussian-German goosestep march of 1870-1945, with the difference that the British soldier did not bring his stiff legs up as high as the Germans. It was a compromise. The British soldier would raise his stiffened legs only half as high as his German counterpart. The goose-stepping variants looked more impressive and military but the Americans eschewed such militaristic impressions. Still, the modern Japanese military looks impressive and professional.
