Forget about whether it is illegal, why is the person appointed to oversee HISD financially linked to charter schools out of state? That would be like the Walmart CEO saying "thanks for the $30 million salary, and yeah I do my shopping at Costco and am a big shareholder -- nothing illegal about that and Bob our CFO is going to investigate me 😉".
