Hey Shawn, I went into discogs and searched a bit (US sellers, minimum VG+ condition) , this is what I would recommend to a 14yo kid Mainly classics: 1) Black Flag - Damaged (cd, $12) 2) Minor Threat - Complete Discography (cd, $8) 3) Hüsker Dü - Everything Falls Apart And More (cd, $10) 4) Ramones - It's Alive (cd, $8) 5) The Clash - London Calling (cd, $3) 6) Sex Pistols - Nevermind the Bollocks (cd, $3) 7) Pere Ubu - The Modern Dance (cd, $9) 8) Wire - Pink Flag (cd, $10) But also some great new/current bands 9) Poison Ruïn - Poison Ruïn (cd, $12) 10) Why Bother? - Lacerated Nights (vinyl LP, $10) 11) Muro - Pacificar (vinyl LP, $13) Total = $97
I would suggest to the kid that streaming is the way to go, since they're probably already paying for a streaming service. I think just about everything is available on most streaming services. Use the $100 to go to all-ages shows.

Spend money to reissues of Russia Bomb Finland, Hardcore '83, Kaaos - Ristiinnaulittu kaaos and Terveet kädet Comp LPs. And rest of the money to some new tapes 2-4 pcs...
@highrantdistrict that's a pretty cheap ask. In the 90s you could probably find each for 100, real beater from a pawn shop. I do t know it'd go very far anymore
