In other words they have no _executive_ power to enforce stuff and are entirely at the whims of Congress. Finding inefficiencies and giving recommendations doesn't really matter if Congress won't act on it. Agencies can be uncooperative and there's only the "threat" of congressional action. Then there's the issue of being pressured to "soften" their findings, as well as often lacking the technical expertise to understand specifics or root causes fully. GAO is a wet noodle, basically.

Theres another office, set up by Reagan with the same mandate of efficiency, and it exists completely as a bottleneck for regulation, forcing all new regulation to go through the hands of political appointees who do a cost benefit analysis before anything can become policy. it was created to be a bottleneck and thats what it does. this new one looks to do neither and will instead be a place for them to put out reports on like how great spacex is or some bullshit

DOGE is kinda dumb because we have GAO and OMB but I will say the biggest issue is the government agencies are punished for not spending all of their budget. This incentivizes them to keep spending and increase their budget every year.

The funny part is that there's already a government efficiency department, called the Government Accountability Office. And it is succesful. Nothing is perfect, but DOGE is the perfect example of inefficiency.
I actually recently looked into it and the federal workforce is small enough it'd make minimal impact. Though with government spending being 25-30% of GDP if we had to cut 33% of that, that'd have some impacts. If they broke it off over 3-4 years and didn't just leverage the lower spending to afford new spending it'd be fine. That's the problem. I think Clinton was the only one to ever make a budget surplus and it really only benefits their political opponents when they do.

I’m not going to say the military is perfect or anywhere near it when it comes to efficient spending, but the amount of positive common good technology that the military spearheads is astounding. GPS, TV, computers, long distance telegrams, not even to mention the material development for high performance vehicles, aircraft, and countless other things we don’t think about. It’s far from perfect, but I think it’s better than a lot of the rest of the government. Contracting has tightened up recently, because as you pointed out we started blowing money in the late 80s through the 2010s on needless projects. The B-21 program, for example never changed its objectives nor its mission plan meaning it actually finished on time. Frequently, the reason project go over budget is not because of contractors slashing the government, but because the government keeps changing the goal posts on the contractor and sends them back to the drawing board.

You have a totally incorrect read on why DOGE isn't a department of government. The reason is because it would get filibustered in the senate, and there'd be a lot of limitations of their power. As you mentioned, this has failed in the past because congress holds the purse. Which is why it can't be part of government, because then congress can't stop it. It's not a sign of incompetence, it's a sign of scary competence. Finding loop holes and back doors to do what they want is both worrying that it might wield too much power and gives me hope that it might actually work.

You have a totally incorrect read on why DOGE isn't a department of government. The reason is because it would get filibustered in the senate, and there'd be a lot of limitations of their power. As you mentioned, this has failed in the past because congress holds the purse. Which is why it can't be part of government, because then congress can't stop it. It's not a sign of incompetence, it's a sign of scary competence. Finding loop holes and back doors to do what they want is both worrying that it might wield too much power and gives me hope that it might actually work.
