Can we extend expiry dates of meetings where we are not the organiser or the one who recorded the session?

You will need to have appropriate permissions on the meeting recordings.

So if the person who recorded the video left the company and their account was deleted, there is no way of getting it back? Microsoft should have made it more obvious that videos expire so quickly.

You can not extend the expiry date of someone else’s recording as by default you get read only permissions.

Video recordings are saved based on who recorded it and from where. If someone else recorded it and expired then you can't get it back. May be try approaching the person who recorded it to retrieve it
