If there was an agreement for a status quo during the PNoy admin in 2013, it was already invalidated by the Arbitral ruling from UNCLOS that was obtained by PNoy in 2016. So, any agreement for a status quo entered by PDuterte was clouded by doubt, if not legally null and void. What the Duterte admin should have been done was to enforce the arbitral ruling. That was his responsibility under our constitution as president.

That could be the reason why PNoy sought for the arbitration. So that we should not ask permission from China to work in our territory. Gazmin might just being diplomatic prior to the decision of the case to avoid escallation if any conflict of unterest

Even if there was a gentleman's agreement, the same is not valid and binding to the Philippines. The President has already stated that he does not recognize it; if there is any, he rescinds it. So, why bother investigate? Matutuwa lang ang China that Congress reacted about its announcement.

Did the Duterte administration ever find out whether there was actually an agreement or not? Hindi ba tinanong man lamang ni Duterte from Aquino if there was an agreement? And granted that there was an agreement in 2013, but we won the Arbitral ruling. In that is the case, it was clear that the West Phil. Sea belongs to us.
