Back in the 60s, my alcoholic parents had a cop friend next door. He'd come over and tell them to keep it down but allowed it to carry on. Mom took me along in the car to the "State" store aka the liquor store so she wouldn't get pulled over. But hey, alcohol is legal because it provides revenue for the state 😕
The teachers knew, they'd let me wash coffee cups in the office when I couldn't stop crying in class. Can't say how it is dealt with now is any better.
