The problem with croco is that he just gained haki when he is motivated by his defeat to luffy when he lost it when he was beaten by whitebeard and it really shows he needs to pick up the slack. Like Moria as well which should have been near Emperor level but because he not only lost to Kaido but his entire crew, he lost the ability to gain haki of which is willpower.
I bet the reason Bogard looks like he hasnt aged is he has recieved the surgery that removes aging and is secretly working directly for the celestial dragons
