I think bite cooldowns for Tier 3 run somewhere in the 0.7 or 0.8 range. A bite cooldown of 1 or higher is usually for bigger stuff. So this guy has a pretty slow bite.
To be fair though, assuming the snare ability really slows people down, a bite cooldown that's super slow might be something they deemed necessary for balance.
Of course it's new. Stats could change after a week of gameplay.
