Bro, I joined USF... But structural engineering seems very hard. I'm planning to switch to Transportation but many are suggesting not to due to Low Pay and low employment rate.
Don’t worry you will do good. Go for it. I would suggest Construction management and take classes in transportation. Construction might open more doors as you can apply for any job you want.

Now I'm working as a Product Owner. To answer your question, there are good schools in Florida ( USF, University of Florida ) these are good because of the location. There are a lot going around Miami, Orlando and Tampa in terms of construction. Nevada I believe there are some great Mines, Texas for Transportation. So either land up in a top school ( Ivy ) or go for the advantage of Location. Civil has a good scope in terms of job opportunities.

Not an expert to post doc, try contacting couple of universities like UIUC and UC berkley they have great civil programs
