He had to use Subconscious Transmigration of Souls, Hokuto Shinken's most powerful technique, to beat him. The Raoh fight in Fist of the North Star: Ken's Rage is BRUTALLY difficult, it took me almost two hours worth of attempts to beat him.

Definitely play it when you get a chance. It's so good. Targa, the final boss, is a bit of a goober, but the game is pretty good for a Yakuza spinoff.
