while i was playing a game i used shift+f3 and saw streaming enabled was on and i dont know what is does but when i try to move my screen its choppy and its getting on my nerves

Is the Content Streaming Client to Server delay a problem in combat games like Deepwoken, GPO, YBA or Project Slayers? I think the delay can make the combat laggy

Would it be possible to make it so that anything outside the streaming radius would instead of being invisible would have collision shut off and cast shadows shut off until you are within the radius, so that you can still see it

Seems more like a separate scripting thing or just adjusting the fog/atmosphere to be sized around the chunk amount.

That's logically impossible. You are requesting streaming enabled perfomance with streaming disabled quality. If streaming enabled is enabled, and script doesn't have a part loaded in that ur gonna use, then it's gonna give a error no matter what. I recommend you to watch the video again :D
