i tired the toyota h chip, it did not work. the Subaru H chip is not clonable, so its different than the Toyota h

I believe if the key wasn’t programmed it wouldn’t crank

This one does. I throated the shell with no chip in it and it cranked but the immoblizer light stayed on.
