Tomo is confesses to her childhood friend, Junichirou who sees her as a fellow boy.
Since she was young, tomboyish Tomo has been just another one of the guys; due to his extreme muscle-brained nature, Jun doesn't notice any of her advances-not even when she explicitly confesses. To add insult to injury, for the longest time, he didn't even realize that she was a girl.

Well to be fair the manga is one of those one-page a chapter so the author had to get straight to the point

Idk I like the anime but it feels like while Jun like Tomo he doesn't want to change or ruin what they have and I think that great.
As a fellow man, allow me to apologize for our brain dead moments. We can be very dumb creatures.

Granted I am one of the dense one's that's oblivious to when a girl is flirting with me.
But even the guy's that aren't dense and aren't interested in a relationship will either play dumb or be upfront.
Jun on the other hand wasn't that dense.
He just wasn't sure on what to do, so went with what he was used to and played it off that way as it was easier to think about the relationship dynamic they already had versus being basically told to decide then and there.
And now you know why literally every other romcom couples take forever to muster the courage to confess.
What maskes this even funnier is the animation is beautifull but it went to that joke
