If your phone is password locked they can’t afaik. Even if they turn off your iPhone or pull out SIM card you can track your phone, there’s some settings to improve find my and track your phone whenever, look it up.

What if they turn the phone off, or disable cell and Bluetooth ?
If the phone is locked, they can’t turn off bluetooth. You’ll still be able to track it
