This tells Google Analytics if consent has been provided for personalized ads or not. When the parameter is sent as non_personalized_ads=0 it means consent is being provided, when it is sent as non_personalized_ads=1 it means consent has been declined. This parameter will update based on the selection made on your consent banner.

I'm not currently using Google AdSense on my website, but the customization options look fairly limited. I'm also not sure how well the AdSense banner meets requirements that fall outside of placing ads on your website. For example, it doesn't scan your website to include details about the various tracking cookies being used. You would have to talk to AdSense support and your lawyer about this. I also recommend using Google Tag Manager to implement Google Analytics. It's more flexible and provides easier integrations for consent mode. However, you can find details about modifying the Google Tag at developers.google.com/tag-platform/security/guides/consent

Currently, one of the main considerations are users based in the EU and UK. If you want to collect data and target advertising to these users, you will need a consent banner regardless of the location of your business. And apart from the EU and UK, since requirements can vary by the size and nature of your business, I would always recommend getting legal advice if you’re in doubt.

So if there is no cookie banner and you are operating in a country like Australia does GA4 default to assuming all users have accepted cookies (if they haven't adjusted any of their browser settings)? Trying to understand what it is actually collecting. If it is defaulting to decline cookies may need to implement a cookie banner despite the fact it's not mandatory. We currently do not do advertising and are a local gov agency so would not be targeting the EU or UK. Really appreciate your help here!
Google doesn't assume people have granted consent, it's looking for consent signals that have been collected. Without a consent banner, you won't be sending details about user consent to Google Analytics. And any data collected without consent from EU and UK users won't be available in any linked Google Ads accounts.
You can do it that way, but the Google Tag will automatically adjust based on consent settings, so it really depends on how you want the tag to fire. If you want it to send the basic hit before consent (e.g. for data modelling), then I’d say the wrong trigger is being used or there’s another issue with the implementation of your consent banner.

@LovesData After 3 days we still have the exclamation mark on the third point next to "Verify data consent settings". This is exactly as you do in the video. Did you manage to get rid of this warning and get the third green tick? I have seen several forum posts with users reporting the same problem. The first two green ticks are correct but the third point remains as a warning.
@@njr101oh sorry, I’ve just re-read your original comment. The third option, so ‘Verify data consent settings’ won’t get a green tick. This option lets you control where data is shared. You can click ‘Manage data’ to adjust this, but Google recommends leaving it as the default. It’s the other two, so ‘Ads measurement consent signals’ and ‘Ads personalization consent signals’ that will have green ticks once data is collected with consent signals.

I touch on two options in the video, which are to leave your implementation as-is or disable personalization for Google Ads. Basically, if you don’t send the consent signal with the data you collect from users in the EU, then it won’t be available to use in Google Ads.
