They took my cigarettes and left me unconscious on the ground. So I'd personally be cautious if someone I don't know would be walking around trying to shake my hand without saying a word; there are bad apples out there ruining it for everyone
It's kinda stupid though. This is the kinda reaction that is warranted if you don't say anything. People will think your hands are dirty or you're trying to pull something. I would probably engage in a fist bump if no words were spoken rather than completely ignoring him though.

Being wary of strangers is fine and everything, but the hostility, annoyance and sense of superiority I saw in the other people's expressions was upsetting.
