you don't because this was made before advanced placing was a thing
You have to switch off Automatic Placing in the bottom left corner.

Ion Prime place a fence and then place stairs delete the fenxe and build a wall only short so you can walk under
Ion Prime buy sadvan but d placement or force the stairs as far as you can to the wall using the cursor
