They're usually the most senior NCM on board a ship and has the responsibility of disciplining the NCMs.

do they have any type of command on the ship when xo/co are not there

They're in "command" of a vessel under their control (like say a RHIB off the frigate, etc). Coxswain means "boat servant" in Old English. Also there are other commissioned officers on board a vessel aside from them and they could be designated by the CO/XO

MrPeterthebest Depends what you consider responsibility. There most important duty on board is to handle disciplinary issues. Like conduct summary trials. He’s essentially the XO’s right hand man. The XO of the non commissioned members so to speak. With regards to command. No, he wouldn’t fall in line and become command if the CO and XO happened to be deceased in an attack. That would fall to the Combat Officer at that point because they could still fight the ship. A Coxswain can be any trade. The one shown here (who was excellent btw Gurley) trade was a supply tech . If it ever came down to fighting the ship, he’d have no clue what to do.
