I know it was said as a joke. But it is called a "dress code". It could be no jeans or trainers in nightclubs, needing a shirt and tie in a restaurant, or even a penguin suit at a black tie event. A shopkeeper or landowner could quite easily and legally enforce their own silly rules. I doubt the council could, because someone higher in the food chain would probably overrule it though.

Despite not liking or approving of someone recording in the library, the staff do not have the powers to trample over their right to do so. There was no issue until the staff made one. The library is funded by the public and i for one appreciated the unguided tour to see what i am paying for! They have camera's watching the public all the time including the staff. My local library tried to claim all computers were booked despite the obvious FACT non (10) were currently being used. So give an inch they take a mile. Yes i got to use a computer. (1 hour) and guess. They are all monitored (data collected) as to their use etc. If you film me i can film you. Simples!

Libraries are problematic. Many have bylaws forbidding photography, dating back to when photocopying documents was the only way to get them.
