It's actually due to water treaties with neighboring states that cut up how much water everyone gets. Some of the companies take up millions of pounds of water before it gets to regular people. It's so messed up how the water table is used by other states too. The drought was exacerbated by over use from these companies and golf courses if you'd believe it.

@benb6527 Hydrophobic? Lol no we're not afraid of water. We welcome the rain and snow. I think we're just not used to continuous rainfall for 24 hours straight. When the sun comes out people love to see crystal clear days. You can see the ocean and the snow on the mountains, the whole county from the Hollywood Hills. It's a little bit of a mental health booster.

Do some research. Atmospheric rivers have been a thing for ages and it is a very common term.
There is a constant one that delivers moisture from japan across the pacific, it usually hits us up here in Washington State and Vancouver BC. We deal with it all winter, every winter. It seems its veered south currently though.
There is also one atmospheric lake that was only recently discovered a few years ago, quite a few atmospheric rivers though around the globe that are there all the time.
If you are going to make a smart ass comment try not to be so ignorant of actual meteorological terms perhaps.

“Months worth of rain”? Well we kinda have almost no rain at all for months so that’s not really saying much.
Maybe our planners have failed to build decent communities and roads?
I suppose they needed something more dramatic sounding so the term atmospheric river was coined by the climate cult a couple years ago. And every storm is now called record breaking, unprecedented, historic or biblical. The storms are the same as they've always been, just more people in the way now.
