you can't because whether the frame block filled or not depends on its block state. It doesn't have a BlockEntity so Ctrl-click won't work on this. it's just like you can't use ctrl-click to get a waterlogged stairs item.

I watched entire wr speedrun and Try to do it as tas for you. Reason is: On Vine seed, there's no way to fast get an ender eye, killing dragon with beds takes a lot of time, so this run (mine) is faster
