Well in the fight with Cell you can switch to 17, tien, and 16 so storywise it was 4 vs 1, as for the fight with the androids either Goku received a zenkai after he survived the heart virus and reached piccolo's level or the androids were just too wounded (or bored in 18's case) to fight properly.
