I just looked into it, and I don't believe that El Presidente can visit a building unless it is a workplace. If you hover over the option to have him visit something, it will say that he will visit a workplace to inspire the local workers. When he shows up, it will give an efficiency bonus for the building for a while. Hope that helps some! 😄
I think I forgot to activate the free wheels edict. I usually make sure to put the parking decks near those buildings and cluster them all up near each other. If someone is in a building that has road access, and they intend to go to another building with road access. They will need to be in the rich class. If the free wheels edict is active, then they will only need a job and they will be able to drive a car. If you want to see me trying very hard to make a really nice walking community, check out like the middle of my communist utopia series. Or maybe check out the capitalist utopia, the first video I ever uploaded, it has a pretty insane number of roads and parking decks all over the place with tons of cars to boot.
