Children, you must keep in mind the era this was made. Film was new, and adults were the main assumed audience for all theatrical content - including cartoons. Cartoons didn't get relegated to "children's fare" specifically until the coming of television, when things like cartoons and puppet shows were put on what were considered dead-time slots, which became children's viewing ghettos (similar to weekday afternoons being "for" soap operas, and weekday mornings being mostly "for" game shows.) The Hayes Code didn't come along until, what, 1930? And pretty much killed off the racier early cartoon characters (Betty Boop in particular suffered from being tamed down.) From that point on, all theatrical releases had to conform to what are now considered "family-friendly" standards (at least as far as that era was concerned) ... the invention of ratings in 1968 freed creators to once again offer adult fare while ignoring the hell out of children - though in North America, the damage to cartoons was already done .. they had been firmly relegated to stupid, silly, cheaply produced kid's fare in the public mind, despite the fact that the best and most popular Saturday Morning fare - old Looney Tunes/Merrie Melodies, for instance - were themselves old theatrical cartoons (before the chop shops got ahold of them in the late 80s onward, cutting up some cartoons so badly, they became utterly unitelligible, for to "keep up" with "modern sensibilities". Others simply disappeared from the roster.) When this cartoon was made, theatres did not have "showtimes". They would simply start running the reels from opening to closing, and patrons would come and go as they pleased. This is the origin of "This is where we came in" .. people weren't fussed walking into a movie halfway through, and would simply sit through the newsreels, serials, cartoons, and shorts until the feature came back around again. And in 1919, people were still reeling from a devastating world war the likes no one had seen before. Dark times breed dark humour.
Felix was the first real 'cartoon character' made, and they endorsed the living crap out of him. The sound came along and it just so happened that Walt D. decided to put sound in his damn cartoon, and it fit perfectly.
