In fairness, Deathbird wasn't wrong. From her perspective, Earth is a primitive planet with humanity barely able to advance space travel and civilization despite the presence of powerful superhuman beings and advanced technologies that could have changed the world and bring forth a new age than retain the status quo.

In the comic, Milkyway would have been Imperium of Man (depending on who rules, most likely Dr Doom, either our xenophobic star empire similiar to its inspiration or benevolent scientific empire with actually less malignant tone to its inspiration). Like they brought Kree and Skrulls to their knees, and managed to divert Galactus (albeit to Skrull core worlds by accident). All that need is for heroes to stop fight each other and stop persecuting Mutants for kicks…or any superhero just becuase authors feel like it (aka Marvel Civil War).
Last I checked, Deathbird allied herself with Apocalypse from said Ghetto and sought to usurp the throne. How did she get pardoned? Why are we listening to her?
Tbf, she's right. Earth's supposed to have super geniuses like Tony Stark, Reed Richards, and T'Challa. But instead of using their intellect, wealth, and tech to help further develop Earth to be on par with the Shi'ar or Kree, they're more than happy to leave us struggling wirh what we have now.
Well, they can't overrule the governments, and T'challa is the government, but if his people didn't hide, they wouldn't have been Able to develop anything because...what happens to people who look like them on that back water planet in the milky way ghetto.
