in a way , yes, they are design not to crit, so if a unit will not crit then might aswell boost its attack, neg crit runes kind of sacrifice your crit chance = the blue damage is being affected by neg crit damage so higher - crit chance wont affect the damage output anyway

All-Bullet Firing is garbage since you'll keep moving around in less than 3secs
im using it for recharge purpose and AI don't move, that is just my mannerism lol
@@RainG-YTAI move too much, like 1 skill=move, I feel getting more -crit is better for 70% dmg bonus passive or more attack
