he is sending power directly to the FEM from the bench setup via the alligator clip which allows you to not have to leave any fuses plugged in. If your bench tester setup does not have a clip to send power directly to the module you can leave only the upper position 7.5amp fuse installed after removing the module from the white plastic case and this will allow the bench tester to communicate with only connector 7 & 8 plugged in.
It is worth checking the vehicle first to see if the FEM/BDC has been jailbroken already by another locksmith/shop. If there are additional keys added to the registry I would recommend trying to add key via OBD first then if it cannot be done, proceed with removal of FEM/BDC and commence add key process via bench.

This fem is used, this video show u how to add key in fem, and no matter what bmw car type as long is fem should b no problem to add key

No possible for now via obd, need remove fem/bdc

Only if the FEM/BDC has been jailbroken in the past, once it has been jailbroken additional keys can be added vis OBDII
