In April 2000, Heydar Aliyev signed a decree on the creation of the historical-ethnographic complex "Dede Gorgud statue and Dede Gorgud world" in the area where the park is located. Later, on April 2, 2007, Ilham Aliyev signed an order to the Cabinet of Ministers to ensure the implementation of that decree. Dede Gorgud Park was opened on December 13, 2013 after the construction works. Ilham Aliyev also participated in the opening.
This park, built on an area of ​​6 hectares, is one of the largest parks in the capital. All conditions for recreation have been created here, greening works have been carried out, an artificial lake has been created, and a lighting system that meets modern standards has been installed. Dede Gorgud Park is also an open-air display of ancient Azerbaijani history and culture. In the center of the park stands the monument "Kitabi-Dade Gorgud" by the sculptor Goyush Babayev.
Heydər Əliyev 2000-ci ilin aprelində parkın yerləşdiyi bu ərazidə "Dədə Qorqud heykəli və Dədə Qorqud dünyası" tarixi-etnoqrafik kompleksinin yaradılması haqqında" fərman imzalamışdı. Daha sonra 2 aprel 2007-ci ildə İlham Əliyevin imzaladığı sərəncamla Nazirlər Kabinetinə həmin fərmanın icrasını təmin etmək üçün müvafiq tədbirlər görmək tapşırılıb. Aparılan tikinti işlərindən sonra Dədə Qorqud parkı 13 dekabr 2013-cü ildə açılıb.Açılış da İlham Əliyev də iştirak etmişdir.
