This is just because of the environment they are living. Parents and teachers should teach some ethics that every one should treat other girls as sisters. Especially the boys who doesnt have own sisters. They should be given some guidance how to treat other girls because they don't know how to treat a girl as sister. This is just my view.

If possible death penalty must be given. Many corrupt government officials are taking money and encouraging these activities. Persons who are doing must think they had mother, wife, daughter, sister.
