Honestly, to judge on being foul or not is seems hard to control as it fully depends on human (the referee). But to judge on getting a goal or not, it is pretty simple, it just depends on whether the ball crosses the line.

This is why VAR is the best new thing added to football in recent years, every match should have VAR decisions, and as long as the refereeing team isn't blind, biased or braindead it makes the sport infinitely more fair
