No! Those buildings have remained as it is as they were many centuries ago. No changes are allowed by the government. Even if one has to change the colour of the building, then you have to go through rigorous set of permissions from the government. And yes, these buildings are inhabited. People live in them. Most of them have been converted into hotels to draw easy money.
