Have you analyzed the circuity at all? It looks like it is just a bunch of (high current open drain) shift registers (8x8 I/O each side) combined with a comparator and some resistors. So I'm guessing it applies different voltage levels to each pin in sequence (0V, and 5V via pull-up) and then checks the status of all other pins. Not sure from the photos how it is doing the multiplexed read back of the pins/comparator outputs.
