There needs to be some sort of lore explanation as to why all these people falling into the backgrounds magically got working cameras with the tape to record on Plus batteries fully charged.

Another possibility is that the choice of the 90s and early 2000s is deliberate, as a way to add to the mystique and nostalgia of the lore. But I still haven't found a decent explanation about this...
