I find it very interesting that you think the failure of the system is the conduct of the personnel and not the inequity of the laws themselves written in times where white men had the domain in situations for the word go. The system doesn't need flawless people passing judgment on the lessers. The system needs smart, forward thinking people who understand that they uphold the laws but they are NOT THE LAW, nor are they above it. Substance and alcohol abuse is high among lawyers and judges as well as law enforcement. The things they hear and see are unimaginable horrific to live thru but to wade into those waters to uphold justice, they do it. Just like we ask the law to show compassion those who come to their courts, why are we not to show them the same compassion to them outside of their courts?

Fun fact: as a court clerk, I got to go to the same training as a DWI field investigator. Field sobriety tests are designed so that a SOBER person can’t pass them. They are just there to give an officer probable cause to arrest someone for DWI/DUI. If you are ever pulled over and the officer wants a field sobriety test, DONT DO IT. If you are sober, ask for a field screening test, which is blowing into a screening device. If you blow a zero, the cop is legally required to let you go. If he doesn’t have one, demand a blood test or a breathalyzer. If the officer refuses, start recording if you haven’t already, because the officer has already decided to do something illegal.

I can guess the basis of the court reporter's complaint... A court reporter's role is to transcribe proceedings. Johnson was probably drunk on the bench, and she probably tried to put pressure on the court reporter to alter or omit language in transcripts that would show Johnson was drunk.
Drunk judges and judicial efforts to cover up a judge being drunk on the bench aren't new.
I'm not in Harris County. I've been working in the Orange County, California criminal defense community for years. But I see this stuff all the time. The stuff we see here is probably very much like what goes on other jurisdictions, including Harris County. You just don't hear about it.
    Here's what OC is like....
Some years ago, an OC judge (Scott Steiner) was disciplined for having relations in chambers. Another OC judge (Ronald Kline) was busted by the federal government for having inappropriate photos of children in his chambers. Both judges blamed alcohol.
Another OC judge (Jeffrey Ferguson) had a history of getting drunk and making Facebook posts directed at deputy DAs. He was disciplined for this by the California Commission on Judicial Performance. But that didn't help with his behavior. In fact, it only made his behavior more aggressive until, last year, he got drunk and shot his wife to death. Judge Ferguson is currently being prosecuted for murder. His defense is that he was too drunk to form the required criminal intent for murder.
In most cases, a crime isn't committed when an OC judge gets drunk. Usually, an OC judge in an intoxicated state just screws up a ruling, and then tries to doctor records of the hearing to cover that up.
I've actually got videos of this and have posted one of the videos to my UA-cam page.
The video I've posted is of a judge named Kimberly Knill, who is basically Orange County's version of Kelli Johnson. The hearing is in a civil matter to which I am not a party, but I knew of because it involved a paralegal I used to work with. You can find the video by clicking on my profile. And it's great! The judge's speech was slurred throughout the hearing. She got hiccups. She was belching. And she was so drunk that she ended up going on a bizarre ramble as to how a 15-day notice period was somehow met between January 20th and 31st!! 😂
Judge Knill tried to suppress the record of what happened in my paralegal's case. Specifically, Knill threatened contempt if my video wasn't taken down.
I obviously didn't take down the video. In fact, I left a nice little comment for Judge Knill inviting her to issue a contempt order, so I can come into her courtroom and explain to her how the First Amendment works. Sadly, she has yet to follow through on her contempt threat.
Like I said, what goes on on Orange County is pretty standard of what goes on in state courthouses everywhere, and is probably what's actually going on in Harris County. Based on that, I can guess what Judge Johnson did to the court reporter, causing her to file a complaint. Like Judge Knill did to me, Judge Johnson probably tried to apply pressure to destroy records of a proceeding in which she was obviously drunk.
None of this should come as a shock. Certainly, this doesn't shock me, just as this story about Judge Johnson doesn't shock me. While people expect that the judiciary consists of disciplined and intellectual judges, the sad reality is that many judges have substance abuse problems. I've seen it with my own eyes.

To imply that she was still intoxicated/displaying certain behaviors and could still blow a 0.0% BAC for alcohol. They should have done a blood draw to answer that question. Of course, a judge would have to sign the warrant for the draw & it's anyone's guess how that would have gone.
