Definitely AC/DC first. Those riffs aren't exactly the same, though; they're just pretty similar, particularly rhythmically. It doesn't matter anyway because influence for creating such riffs may ultimately date back to long before, from rock'n roll, electric blues, r'n'b, even early jazz or classical if you search deep enough. I did react too when I first heard Saxon's riff though ;-)
