Storms ult either removes revive once or they can't be revived. The description doesn't say, so may be a bug or working as intended.
I think storm is bugged. She should have put trauma for 2 turns.

There’s no bug. Jean Grey is a requirement for the trauma. She needs Jean Grey AND either 3 immortal x-men or 3 uncanny avengers.
