There is absolutely nothing wrong with the length. The rule is that the coat completely cover the seat. Like wearing light brown shoes w/a blue suit, a coat showing part of the seat screams - American.

Yes, I think that would look fine. I often wear black oxford captoe shoes with this outfit. (And match with a black belt)
As for the shoes, can I replace it with boots? Like trickers stow espresso very dark brown, I rarely see this. I would this boots be too clunky?
